A mid-sized city can now tell you, almost to the hour, how many people moved through its entertainment district last Saturday. It can tell you roughly what they spent, which streets they walked, how many night buses and taxis carried them home, how many noise complaints came in, and how many licensed premises were still trading at two in the morning. The night-time economy has become one of the most closely instrumented parts of urban life, because cities finally accepted that it is worth real money and needs real management.

There is one number almost no city holds: how many people were turned away at a door, and how many of those decisions were correct.

That gap matters more than it sounds. Licensing is the main instrument cities use to govern nightlife, and almost every licence carries an age condition. The entire regulatory structure rests on a judgement made in about four seconds, by a person standing outside in the cold, holding a piece of plastic at arm's length. Everything upstream of that moment is measured. The moment itself is not.

The most consequential decision of the night is the least examined

Consider what a door supervisor is actually doing. On a busy Friday they will inspect somewhere between four hundred and a thousand documents. Those documents come from dozens of issuing authorities. Many are from other countries. Some are versions the supervisor has never seen, because the issuing state redesigned the card two years ago and the older design is still legally valid.

The supervisor has no database, no colleague to consult, and a queue growing behind each decision. They are expected to be accurate, and when they are not, the consequences land on the venue's licence.

Cities invest heavily in the surrounding conditions. Lighting, transport, cultural programming and public space design all receive attention and budget, and there is good evidence that they work. Sydney's twenty-four-hour economy strategy and the wave of European cities appointing night mayors both come from a genuine understanding that urban spaces need to function after dark as deliberately as they do during the day.

None of that investment reaches the doorway.

One doorway, sixty document standards

The technical problem is worse than most policy discussions acknowledge, because an identity document is not a single standard.

Within one country there may be a dozen valid designs in circulation at once. Across borders there are hundreds. Card layouts differ, the data fields differ, the machine-readable portions differ, and the rules for what gets encoded differ by issuer. North American licences broadly follow one specification for their two-dimensional barcodes, which is why a single reader can parse cards from many states. Most of the rest of the world has no equivalent shared scheme.

The practical result is that the same scanner behaves differently depending on which card is presented. It will be reliable against the documents it sees constantly and erratic against the ones it sees occasionally. Reference material documenting what each jurisdiction actually encodes on its cards makes this concrete very quickly: the contents vary by issuer, and they change again whenever a state reissues a design.

A city that assumes "the venues have scanners, so the doors are covered" has assumed away the entire problem.

What a scanner cannot see

There is a deeper issue, and it is the one most often misunderstood by people buying the equipment.

Reading a barcode confirms that the encoded data is well-formed and that it matches what is printed on the front. It does not confirm the document is genuine. The encoding is a copy of the printed information, not a signed statement from the issuing authority. Data can be internally consistent and the card still be wrong.

What actually distinguishes a genuine card is the physical construction: the optically variable ink that shifts colour as the card tilts, the laser-engraved portrait you can feel with a thumbnail, the ultraviolet layers, the microprinting, the polycarbonate body itself. These vary by issuer and by generation exactly as the encoding does, and a breakdown of the features different cards carry is a far more useful training resource for door staff than any barcode specification, because it corresponds to what a human being can actually verify in the few seconds available.

The irony is that spending money on scanners can make things worse. It moves the supervisor's attention from the card in their hand to a screen, which is precisely the wrong direction.

The feedback loop nobody built

Here is what makes this a city problem rather than a venue problem.

When a door supervisor makes a mistake, nothing is recorded. There is no log, no aggregate, no pattern anyone can study. A venue may discover the error weeks later through a licensing review, or never. Multiply that across a district and a city is governing its night-time economy with no data on the control that matters most.

Compare that with how cities handle almost anything else. Traffic signals produce timing data. Transport produces ridership data. Even noise complaints, which are subjective and sporadic, get logged and mapped and used to inform policy. The door produces nothing.

This is not because the data is impossible to collect. It is because nobody has ever asked for it.

What a city could actually do

None of this requires new legislation, and the useful interventions are unglamorous.

Publish a document standard. Cities already specify a great deal through licensing conditions. Naming which documents are acceptable, from which issuers, in which versions, turns an individual supervisor's opinion into a written policy that can be trained against and enforced consistently.

Fund training rather than hardware. Door staff are competent with the documents they see daily and weak on everything else, and that distribution does not change when a venue buys a reader. Training aimed at the unfamiliar cases addresses where the errors actually concentrate.

Ask for a record. Even a minimal log of refusals gives a district its first real dataset, and it lets a venue demonstrate it followed process rather than simply asserting it.

Treat the door as infrastructure. Cities that have taken their night-time economy seriously, and the ones that appear consistently in rankings of well-run urban systems, got there by deciding which parts of the system deserved measurement. The entrance to every licensed premises in the district is a reasonable candidate.

Conclusion

The night-time economy is one of the genuine success stories of modern urban policy. Cities that once treated nightlife as a nuisance to be contained now treat it as an asset to be cultivated, and the data they collect to manage it is impressively detailed.
