India ranked third in the world for tech startup funding in the first half of 2025. Built on India’s digital public infrastructure like Aadhaar, UPI, DigiLocker, and UMANG, GovTech startups are transforming how citizens access welfare, financial services, and governance.

These provide a lower cost of service delivery and create clear standards that startups can plug into.
Second, the ecosystem is maturing: the country ranks among the top global markets for tech startup funding even through recent slowdowns, evidence that capital and talent continue to back long-term digital transformation.
How India’s digital systems power the growth of GovTech
India’s digital systems now work at a national level, raising $4.8 billion in the first half of 2025, securing the third position globally in startup funding.
In April 2025, UPI handled 18.68 billion payments worth USD 300 billion. It has about 460 million users and 65 million merchants. In 2023, India made 49% of all real-time payments in the world.
Aadhaar recorded 2.84 billion authentications in January 2025 and 27.07 billion across FY 2024–25. By June 2025, about 1.424 billion people had Aadhaar. DigiLocker had around 550–560 million users by mid-2025 with about 9.44 billion issued documents. UMANG had 83–87 million users, offered 2,300 services in 23 languages, and had 5.97–6.26 billion transactions by mid-2025.
Startups use these systems and sell services to government programmes. Tracxn listed about 183 GovTech startups in July 2025. Of these, 36 had funding worth about USD 89.3 million.
