A stronger approach separates results by service channel and user group when privacy rules allow it. Mobile users may have different problems from desktop users. First-time applicants may need clearer guidance than repeat users. People using assistive technology may face barriers that standard testing missed.
Trust is part of this. Residents are more likely to trust a digital service when they know what information is needed, why it is needed, how long the process will take, and how they can get help. Satisfaction improves when the service feels predictable. Predictability is underrated in public-sector design.
Turn Satisfaction Data Into a Management Routine
Customer satisfaction should not live in an annual report that few people read. It should be part of regular service management. Teams need to review feedback often enough to spot changes, assign fixes, and check if those fixes worked.
