Building Finstar Financial Group
In 1996, Oleg Boiko founded Finstar Financial Group, which became his principal investment vehicle. Over the following three decades, the group of companies expanded internationally, focusing on digital finance and fintech, with an emphasis on improving access to financial services across the markets in which it operates.
In 2003, Boiko acquired a controlling stake in Latvia's Baltic Trust Bank. By 2006, it was Latvia’s 13th-largest bank by total assets and operated an extensive branch network. Later he sold it to GE Capital.
Major Investments Across Sectors
In addition to Finstar Financial Group, Boiko has successfully carried out several significant investment projects. In 1999, he became an investor in EvrazHolding, which went on to become one of the world’s leading steel producers. He liquidated his investment in EvrazHolding in 2004, selling his stake for $600 million, marking the end of his investments in the real economy.
In 2002, he entered the entertainment sector through the establishment of Ritzio Entertainment Group, which quickly grew into the largest operator in its market segment across Eastern Europe.
In 2011, Boiko moved further into digital financial services through an investment in 4finance, which subsequently developed into one of Europe’s largest digital consumer lending groups. Later he sold the company. In 2026, 4finance sold its banking subsidiary, TBI Bank, to global private equity firm Advent International.
In 2007, Boiko purchased a 75% interest in Rive Gauche, a cosmetics and fragrance retailer. Over the years, the company grew into Russia’s second-largest retail chain in its segment. Five years later, he sold his controlling interest at a significant profit. In 2025, Boiko completed the sale of his remaining interest in Rive Gauche. Oleg Boiko has disposed of all of his business interests in Russia.
Philanthropy and Social Initiatives
Support for Paralympic Sport
Throughout his career, Oleg Boiko has fostered initiatives aimed at creating a positive social impact. His long-standing commitment to Paralympic sport was inspired by the 2006 Winter Paralympic Games in Turin, Italy. Later that year, he established the Parasport Foundation to assist athletes with disabilities. Today, the foundation is recognised as one of the most active organisations in this field.
In 2015, Boiko expanded his involvement in the Paralympic movement by becoming a member of the Development Committee of the International Wheelchair and Amputee Sports Federation (IWAS). Another of Boiko's interests is cinema. In 2014, he participated in the production of the sequel to the Hollywood movie Sin City, directed by Frank Miller. During a six-month US stay, the investor likened filmmaking to venture capital since only 20% of movies are profitable. Although he found producing his film a memorable and exciting experience, he noted that thriving in the industry demands a permanent Hollywood presence.
