Prague Launches €2 Million Grant Scheme for Green Roofs and Heat Pumps

Prague has opened a new municipal funding programme offering residents up to 50% of project costs for heat pumps, green roofs, rainwater harvesting systems and other climate-adaptation measures, as the Czech capital steps up efforts to cool its streets and buildings amid rising urban temperatures.
What the Clean Energy Prague 2026–2027 Programme Covers

The Clean Energy Prague 2026–2027 Programme (Program Čistá energie Praha 2026–2027) makes CZK 50 million (around €2 million) available to residents and housing associations, and opened for applications on 1 July 2026.
The scheme continues to fund heat pumps and solar thermal systems, which have been supported in earlier rounds, but for the first time extends grants to a wider set of nature-based measures, including:
- Green (living) roofs
- Rainwater harvesting and storage tanks
- Climbing/facade vegetation systems
- Removal of impermeable paved surfaces, replacing them with permeable alternatives in residential courtyards
Grants can cover up to 50% of eligible project costs, with retroactive funding available for projects and higher amounts offered to apartment buildings. Funding is open until 31 August 2027, and — notably — the programme also applies retrospectively to qualifying projects completed since 1 August 2025, meaning residents who have already installed a heat pump or green roof in the past year may still be able to claim support.
How Much Residents Can Claim

Grant amounts vary depending on property type and measure. According to the city's published terms, individual homeowners and apartment owners can receive:
- Up to CZK 150,000 for heat pumps
- Up to CZK 200,000 for green roofs
- Up to CZK 150,000 for rainwater storage tanks
- Support toward solar thermal systems
Housing cooperatives and homeowners' associations managing larger apartment buildings are eligible for higher amounts, including:
- Up to CZK 400,000 for heat pumps and for green roofs
- Up to CZK 250,000 for rainwater storage
- Up to CZK 200,000 for climbing vegetation installations
- Up to CZK 400,000 for projects that replace impermeable surfaces with permeable ones in courtyards and surrounding residential land
Applications can be submitted before, during or after a project is completed, through a two-stage process, with funds allocated on a first-come, first-served basis according to the time of electronic registration. Grants are paid out after supporting documentation confirming the completed project has been submitted.
According to Czech outlet B2B Network News, the redesigned programme was inspired in part by Vienna, which already runs a comparable subsidy scheme for its residents, reflecting a broader trend of Central European capitals borrowing climate-adaptation models from one another.
Why Prague Is Targeting Rooftops and Rainwater

The expansion reflects a wider recognition among European cities that heat resilience requires more than low-carbon heating, it also requires rethinking how water, vegetation and paved surfaces interact at street level.
Prague Deputy Mayor for Environment and the Climate Plan, Jana Komrsková, said the city wanted private property owners to play a bigger role in adapting the city to a warming climate: "Urban overheating is a real problem that affects us all. Prague is already implementing its own adaptation measures and supporting city districts in doing the same. We now want to extend that support to residents so they can create more green spaces on their properties, capture rainwater in storage tanks and implement other measures that help cool the city."
Mayor Bohuslav Svoboda framed the programme as part of a longer-term resilience strategy:
Every tree, every green roof and every drop of rainwater we retain helps make our city more pleasant and more resilient. We can support Prague residents who want to be part of this positive change and help us create a healthier environment for future generations.
The Bigger Picture: Green Roofs as Urban Climate Infrastructure
Prague's move mirrors a broader shift already under way across Europe. Research on urban greening across Europe has found that green surfaces cool by between roughly 2.5°C and 6°C, reducing the sensible heat released into the atmosphere that drives the urban heat island effect.
The European Commission's Joint Research Centre has similarly pointed to green roofs as infrastructure with measurable benefits — improving climate resilience, energy efficiency and urban biodiversity, while also creating habitat for pollinators and other urban wildlife. Cities such as Stuttgart and Berlin already offer financial incentives for green roof installation, while Zurich requires all new flat roofs to be green under its building code.
For Prague, folding rainwater retention and vegetation incentives into the same programme as heat pump subsidies signals a shift toward treating climate adaptation and clean energy as a single policy package, rather than two separate agendas — a model other Central and Eastern European capitals may look to replicate as heatwaves become more frequent and severe.
