She became the Deputy Minister in 2021, responsible for shaping and implementing state policies of the Ministry of Culture and Information Policy in the areas of digitalisation, digital development, digital innovations and informatisation in the fields of culture, state language policy, information sovereignty and information security.

One of her main activities following the Russian invasion of Ukraine is the campaign she started to restore Ukrainian culture through the digitalisation of museums, historical artefacts and heritage sites.

From 2019 to 2021, she worked at Odesa Regional State Administration, holding the position of deputy head of the Odesa Regional State Administration for Digital Development.

Anastasia has over 15 years of extensive experience working for both Ukrainian and foreign telecom corporations and investment companies. Throughout her career, she has been actively involved in foreign economic activities, business development support, marketing, and operational management in managerial level positions at corporations like Ericsson, Dnipro Telecom, and Touchlink Mobile.

Born in Kyiv, Ukraine, Anastasia did her master's in international relations from Taras Shevchenko National University of Kyiv. She is an author of a number of scientific publications on the topic of digital transformation in public administration, a certified translator and a teacher of the English language.

Biography

Anastasia Bondar, born on May 16, 1981, in Kyiv, is a seasoned professional in the field of digital development, digital transformations, and digitalization. She holds a master's degree in international relations from the Institute of International Relations of Taras Shevchenko National University of Kyiv, obtained in 2003.

Anastasia has over 15 years of extensive experience working for both Ukrainian and foreign telecom corporations and investment companies. Throughout her career, she has been actively involved in foreign economic activities, business development support, marketing, and operational management.

From 2019 to 2021, she served as the deputy head of the Odesa Regional State Administration for Digital Development. Following this, she assumed the role of Deputy Minister for Digital Development, Digital Transformations, and Digitalization at the Ministry of Culture and Information Policy of Ukraine starting from August 26, 2021.

As part of her activities, she coordinates the efforts of the Ministry of Culture, responsible for shaping and implementing state policies in the fields of culture, state language policy, promoting Ukraine worldwide, state foreign-language broadcasting, information sovereignty of Ukraine (in terms of managing the integral property complex of the Ukrainian National Information Agency “Ukrinform”), information security, as well as for shaping and implementing state policies in the areas of restoring and preserving national memory, arts, cultural heritage protection, museum affairs, export, import, and return of cultural values.

Her career trajectory also includes positions such as Director of Operations at Marketing Innovations from 2016 to 2019, where she was involved in private investment portfolio management, startup project implementation, and end-to-end project supervision. She demonstrated leadership skills in partnering, subcontracts, resource management, and brand supervision. Her responsibilities extended to the construction of various projects, including a diary factory and FMCG, as well as managing international investments in Cyprus.

Anastasia Bondar served as a marketing and strategy consultant for startup projects at organisations such as Helen Doron Educational Group, Gelpme.com, Confetee.com, and Nove Slovo from 2010 to 2019. During this period, she played a crucial role in developing marketing strategies and business models, budget planning, product positioning and promotion, and public relations. Her achievements include attracting $600k in investments, achieving a Top 10 ranking on AppStore Russia, and successfully launching three commercial sub-services, leading to a 2.5 times increase in the customer base.

Earlier in her career, she served as the Marketing Director at TeliaSonera for seven months in 2009-2010, overseeing consumer and corporate marketing, value-added services, and marketing communications.

Anastasia Bondar's educational background includes a master's degree in international relations from Taras Shevchenko National University of Kyiv, obtained between 1998 and 2003.

Vision

In a recent interview with Dinis Guarda, Anastasia said the following about the importance of culture in Ukraine:

Culture is the glue of the nation and it is something that connects people to people, ascertaining a way in which people agree to behave. Ukrainian culture has thrived at the crossroads of diverse civilizations throughout history. It represents the strength to adapt, coexist, and even flourish in the face of adversity. It is a multicultural unification. With over 125 nationalities mixed on Ukrainian land. It is a matter of tolerance, that we had in our history, that our culture is mixed and united in our territories.”

As the Deputy Minister for Digital Development at the Ministry of Culture and Information Policy (MCIP), Anastasia Bondar actively oversees the administration of a comprehensive network of cultural institutions. These institutions, ranging from museums and libraries to cultural centers and folklore hubs, play a vital role in preserving Ukraine's diverse cultural heritage. 

Anastasia is driven by the ambition to deepen public engagement with cultural roots, launching civil society initiatives that address the evacuation and relocation of cultural goods. Moreover, the MCIP under her leadership ensures the safeguarding of national cultural heritage sites, supports artistic education in schools and universities, and fosters cultural research and innovation through its dedicated research centers. Anastasia recognizes the transformative potential of augmented reality (AR) and virtual reality (VR) in education:

"AR and VR are one of the greatest opportunities to make the education much deeper and better and get the engagement and involvement of children into the topic. One of the ways to keep them engaged is to integrate technologies in education", she said during the interview.


Recognition and Awards
In 2020, Anastasia assumed the position of Vice Governor and Chief Digital Transformation Officer for the Government of Ukraine. Her tenure during this period was characterized by the establishment of crucial digitalization initiatives, organizational restructuring, and the implementation of strategic goals aimed at positioning Ukraine as a global leader in the digital landscape. In 2021, she was appointed as the Deputy Minister of Culture for Digital Development, Digital Transformations, and Digitalization. In this role, she is committed to fostering digital innovation within the cultural sector, emphasizing the integration of technology in cultural preservation, dissemination, and accessibility.
