If AI Changes Work, Cities Must Rethink How People Live

Artificial intelligence may reshape employment, working hours and professional identity. That could force cities to think beyond jobs and ask a larger question: what makes urban life meaningful when work takes up less of it?

Modern cities are built around employment.

Rush-hour transport moves people to offices. Business districts dominate central areas. Education prepares people for careers. Housing choices are often shaped by proximity to jobs.

Artificial intelligence could gradually challenge that structure.

The International Labour Organization estimates that one in four workers globally is employed in an occupation with some exposure to generative AI. However, it expects job transformation to be more common than outright replacement because most occupations still require human input. 

That makes a completely jobless future highly uncertain.

But it does raise a useful question: what happens to cities if technology allows people to spend less of their lives working?

Entrepreneur Peter H. Diamandis recently explored a similar question, asking what could provide meaning if advanced AI and robotics eventually outperform humans across many cognitive and physical activities.

The issue is bigger than employment. It is about how communities organise time, purpose and participation.

Work May Change Before It Disappears

Current forecasts point towards disruption rather than the end of employment.

The World Economic Forum estimates that structural changes could affect 22% of today's jobs by 2030. Employers surveyed expect 170 million roles to be created and 92 million displaced, producing a net increase of 78 million jobs. 

AI and big data skills are expected to grow rapidly. Yet employers also continue to value creativity, resilience, collaboration and other human capabilities. 

The more realistic near-term scenario may therefore involve people working differently rather than not working at all.

Some tasks will be automated. New roles will appear. Careers may change more frequently. In some sectors, productivity gains could eventually reduce the number of human hours needed to produce the same economic output.

If that happens, cities will need somewhere for that additional time and human energy to go.

Cities Need Infrastructure for Life, Not Just Work

Urban planning has traditionally prioritised economic productivity.

Cities invest in transport links, offices, commercial districts and industrial areas because these support jobs and growth.

A society with more discretionary time would need to place greater value on another category of infrastructure.

Libraries could become centres for lifelong education.

Sports facilities could become more central to neighbourhood life.

Workshops and studios could support amateur creativity.

Universities could serve people well beyond the traditional student years.

Parks, public squares and community centres could become places where people build relationships, organise projects and participate in civic life.

None of these activities needs to replace employment.

The point is that a resilient city should offer people meaningful ways to participate even when participation is not tied to a salary.

Public Space Could Matter More in an AI Economy

AI could make many aspects of life more convenient without making them more social.

People can already work remotely, learn online, stream entertainment and access services without leaving home. Generative AI could make more activities possible from a single screen.

That creates an unusual urban challenge.

The more capable digital life becomes, the more valuable compelling physical places may become.

OECD research on digital well-being shows that technology can support social connection, but it also highlights concerns around very high levels of screen use. In its cross-country research, 38% of users reported spending more than five hours a day on screens, with particularly high engagement among younger adults.

Cities may therefore need to compete with digital convenience.

Walkable streets, markets, sports clubs, cafés, cultural venues, parks and community spaces can give people reasons to encounter one another in person.

In that sense, social infrastructure could become as important to an AI city as digital infrastructure.

Lifelong Learning Could Become Part of Everyday Urban Life

The traditional sequence of life has been relatively simple:

education, employment, retirement.

AI could make that model increasingly outdated.

Workers may need to retrain several times. Others may have more opportunities to study subjects that have little connection to earning a living.

The World Bank identifies skills, alongside connectivity, computing infrastructure and relevant data, as one of the foundations required for societies to benefit from AI. It also warns that access to those foundations remains highly unequal. 

Cities could respond by making learning more accessible throughout adulthood.

Libraries could teach AI literacy.

Universities could open more courses to local communities.

Public institutions could support everything from technical reskilling to languages, arts and philosophy.

Education would then serve two purposes: helping people remain economically adaptable and helping them develop interests beyond employment.

Human Care May Gain Value as Automation Expands

Some of the roles expected to grow fastest are also among the most human.

The World Economic Forum expects significant demand for nursing, social work, counselling, personal care and education roles through 2030. 

That matters because cities produce more than goods and services.

They also produce relationships, trust, care, cultural identity and belonging.

These forms of value are difficult to capture through standard economic measures.

An AI-enabled city could become extremely productive while still being lonely, fragmented or culturally weak.

That suggests future urban performance may need to be judged through a broader lens.

Employment and GDP will remain important, but so might access to social connection, education, recreation, health, culture and community participation.

Creativity Without Economic Pressure

AI also raises questions about creative life.

If machines can generate increasingly capable images, music, video, software and writing, people may no longer need to create simply because humans are technically better at it.

They may create because the activity itself has value.

Diamandis's argument draws attention to precisely this distinction: activities such as creativity, exploration, learning, relationships and personal development can matter even when they are not economically necessary.

Cities could play an important role by making those activities accessible.

Affordable studios, rehearsal spaces, community workshops, maker spaces and public cultural programmes could help turn technological abundance into greater human creativity rather than purely greater consumption.

The Risk of a More Passive City

There is another possible outcome.

AI could give people more free time while simultaneously creating endless personalised entertainment.

In that scenario, automation would not necessarily produce flourishing. It could produce greater isolation and passive consumption.

Diamandis frames this as a choice between using freedom for intellectual, creative and social development or allowing abundance to become endless distraction.

Cities cannot dictate how people use their lives.

But urban design can influence the options available to them.

A neighbourhood with parks, sports facilities, libraries and active public spaces offers different possibilities from one designed around private homes, cars and screens.

What Should an AI-Ready City Measure?

The cities competing most aggressively around AI currently tend to focus on familiar indicators:

investment, startups, data centres, research labs, patents and highly skilled jobs.

Those remain important.

But another set of measures could eventually matter just as much:

  • How easy is it to meet other people?
  • Can residents continue learning throughout life?
  • Are cultural and recreational activities affordable?
  • Do neighbourhoods support volunteering and civic involvement?
  • Can people access nature, sport and creative spaces?
  • Does increased productivity translate into a higher quality of life?

These questions move the idea of the smart city beyond technology.

From Smart Cities to Cities Built for Human Flourishing

AI is unlikely to make work disappear in the immediate future. The available evidence points instead towards substantial occupational change and continuing demand for both technological and human skills. 

But cities are long-term systems.

Infrastructure built today may still shape daily life decades from now.

That makes it worth asking what urban environments should look like if technology gradually frees people from some routine work.

The answer may not be more automation.

It may be more places to learn, create, exercise, care, participate and belong.

The most successful AI cities may ultimately be those that understand a simple distinction:

Technology can make a city more productive.

Only people and institutions can make it a place worth living in.
