Which US States Are Turning AI Adoption Into Jobs?

New research from Floxy suggests that the economic impact of artificial intelligence is becoming increasingly geographic, with some states combining high AI adoption with stronger digital employment, data centre activity and STEM talent.

Artificial intelligence is not affecting every part of the United States in the same way.

A new August 2026 study from Floxy analysed all 50 states to identify where AI adoption is being matched by job creation and where the technology may be advancing faster than local labour markets can adapt.

The study compared two measures:

  • an AI Exposure Index, based on current adoption and growth in AI use;
  • an AI Opportunity Index, based on digital job openings, technology employment, STEM graduates and data centre and AI jobs.

The findings reveal a clear divide between states that are already using AI heavily and those that also have the infrastructure and workforce needed to turn that adoption into new employment.

Virginia Ranks First for AI Opportunity

Virginia emerged as the strongest example of high AI exposure combined with high opportunity.

Around 27.3% of businesses in the state use AI, while adoption increased by 4.1% between 2023 and 2025.

Virginia also has around 228 data centre and AI jobs per 100,000 residents, with technology workers accounting for 8.8% of the workforce.

The state recorded an AI Exposure score of 83.6 and an AI Opportunity score of 59.9.

Its position is supported by Northern Virginia's large concentration of cloud and data centre infrastructure, alongside its proximity to Washington, DC.

Colorado Has the Highest AI Adoption Rate

Colorado ranks second overall and has the highest current AI adoption rate among the states included in the study.

Around 30.1% of businesses are already using AI.

The state also has 219 data centre and AI jobs per 100,000 residents, while technology employment represents 7.8% of its workforce.

Colorado's results suggest that high adoption does not necessarily need rapid year-on-year growth to create opportunity when a strong technology workforce and infrastructure base are already in place.

Utah Combines Rapid Growth With Infrastructure

Utah ranks third.

Its AI adoption rate is lower than Colorado's, at 22.5%, but adoption increased by 4% between 2023 and 2025.

The state has 228.3 data centre and AI jobs per 100,000 people, among the highest rates in the study.

Digital job openings account for 5.2%, while tech employment represents 7.5% of the workforce.

This combination places Utah firmly in the high-exposure, high-opportunity category.

High AI Adoption Does Not Automatically Mean More Jobs

One of the most important findings is that adoption and opportunity are not the same thing.

Delaware and Nevada, for example, both have relatively high AI adoption but much lower opportunity scores.

That means businesses may be integrating AI faster than the surrounding economy is creating new technical roles, data centre jobs or pathways for workers to move into digital employment.

By contrast, Washington has a lower AI Exposure score but the highest AI Opportunity score in the top ten, at 91.4.

It also has nearly 290 data centre and AI jobs per 100,000 residents and technology employment equal to 12.2% of its workforce.

AI Readiness Is Becoming a Regional Development Issue

The results suggest that the AI jobs debate is not only about automation.

It is also about infrastructure, education and geography.

States with strong digital job markets, STEM pipelines and technology clusters may be better positioned to absorb workers whose existing roles change because of AI.

Those without those foundations could experience the same automation pressures without gaining equivalent opportunities.

Aimen Hallou, Chief Technology Officer at Floxy, argues that this distinction is crucial.

The geography of opportunity matters more than the number of jobs lost. And that geography is not evenly distributed.

His point reflects a wider challenge for policymakers.

The economic value created by AI may concentrate in regions already equipped with cloud infrastructure, universities, technology companies and skilled labour.

What Cities and States Can Learn

The study suggests several factors are becoming important for local AI competitiveness.

  • A high rate of AI adoption alone is not enough.
  • Regions also need:
  • a strong technology workforce;
  • accessible STEM education and retraining;
  • digital and data centre infrastructure;
  • employers capable of absorbing workers into new roles;
  • and a steady pipeline of digital job openings.
  • This has implications for cities as well as states.

Local governments increasingly competing for AI investment may need to think beyond attracting data centres or technology companies.

The more difficult task is ensuring local workers can participate in the jobs those investments create.

AI Could Widen Existing Geographic Inequality

The contrast between high-opportunity and low-opportunity states also raises a longer-term concern.

AI could strengthen regions that already have technology clusters while leaving others further behind.

If investment, infrastructure and skilled workers continue to concentrate in the same states, the economic geography of the United States could become more uneven.

That makes AI workforce policy a regional development challenge as much as a technology challenge.

The states that benefit most may not simply be those adopting AI fastest.

They may be the ones building the strongest connection between AI adoption, infrastructure, skills and employment.

About the Research

Floxy analysed all 50 US states using two composite measures.

The AI Exposure Index combines current AI adoption and adoption growth between 2023 and 2025.

The AI Opportunity Index combines digital job openings, technology employment share, STEM graduation rates and data centre and AI jobs per capita.

States were then grouped according to whether they scored above or below 50 on each measure.
