She managed budgets of up to $1.7 million and created scalable operational frameworks adopted across over ten programmes. She also designed the Quantum Startup Foundry with the University of Maryland to grow the state quantum ecosystem. Her work earned the US Department of Homeland Security Secretary Award for Innovation.

 

Earlier in her career, she served as Project Manager at Stirred, Inc., led projects at TRG Media including CultureSummit Abu Dhabi 2018, and worked as a Research Analyst with Frontier Strategy Group and Ipsos. She also interned at the US Department of State in Chile.

 

Greta holds a STEM MBA from UNC Kenan-Flagler Business School, an MSc in Political Science from King’s College London, studies in International Security at Sciences Po, and a BA from the University of Michigan with honours. Greta R. Spivey is a deep technology ecosystem builder, advisor, and operations leader whose professional work focuses on connecting government, venture capital, research institutions, and early-stage companies to address national security and technology challenges. She is based in San Francisco, United States, and has developed her career across government affairs, venture support, accelerator design, research, and operational leadership.

 

Her professional journey began in policy and research roles. In early 2016, she served as a Political and Economic Intern at the United States Department of State in Santiago, Chile, where she researched and drafted cables and reports used by policy makers and supported official delegations and international meetings. Later in 2016 and into 2017, she worked as a Research Analyst with Ipsos, conducting qualitative analysis on the financial behaviour of refugee communities and supporting large international survey operations. In 2017, she joined Frontier Strategy Group as a Research Analyst, where she produced monthly and quarterly reports on political and economic conditions across Latin America for business executives. During this period, she also authored two major published articles: “Puerto Rico Declared Bankruptcy: What Happens Next?” published on the Frontier Strategy Blog on 30 May 2017, and “Can Uruguay correct its unsustainable finances before it’s too late?” published on the Frontier Strategy Group Blog on 1 March 2017.

 

From late 2017 to 2019, she worked at TRG Media as Project Manager and Research Analyst. She co-led audience development and logistics for CultureSummit Abu Dhabi 2018, building a 500-person guest list and coordinating participation from senior government officials, ministers, heads of state, and major global organisations. She also trained research teams and supported foreign policy analysis projects. From 2020 to 2021, she served as Project Manager at Stirred, Inc., where she managed a seven-person team, oversaw product workflows, coordinated executive operations, and supported the launch of the Stirred online marketplace.

 

In 2021, she joined FedTech, where her work became closely tied to United States national security innovation efforts. As Associate and later Senior Associate, she directed accelerator and studio programmes for the Department of Defense National Security Innovation Network, supporting more than 50 dual-use technology ventures. She led NavalX innovation programmes, including startup studios, alumni services, and national innovation summits. She designed and launched the Army SBIR Technical and Business Assistance programme, supporting over 20 early-stage companies and helping them secure new government contracts. She managed programme budgets of up to $1.7 million, led multiple cross-functional teams, built partnerships with more than 15 venture capital firms, angel investors, and universities, and created operational systems that became the standard model across more than ten major programmes.
