We are entering an age in which artificial intelligence is advancing faster than the laws designed to govern it. AI agents are making decisions, autonomous systems are reshaping industries, and governments are racing to establish rules for technologies that operate across borders, economies and societies.
But there is a fundamental contradiction. AI is becoming global, while its governance remains fragmented.
Across 109 jurisdictions, more than 1,170 AI regulatory instruments are shaping how intelligence can be developed, deployed and controlled. From the European Union's AI Act to regulatory approaches in the United States, China and across Asia, businesses face an expanding network of legal obligations, competing standards and growing accountability requirements.
This brings us to an even deeper question, one explored by Stuart Russell in Human Compatible: what happens when intelligent machines become increasingly capable, but we cannot guarantee that their objectives remain aligned with human values?
Regulation alone cannot solve the problem of AI control. Equally, technical safeguards cannot replace the need for public accountability, international cooperation and human oversight. We need to understand how these two dimensions of AI governance can work together.
This is why, in this week's newsletter, I introduce our AI Global Regulations Atlas, alongside research into the laws, frameworks and principles shaping the future of artificial intelligence.
If AI has no borders, can humanity afford a future in which every country defines the rules of intelligence differently? And who will ultimately control the intelligence we are creating?

Nobody knows why water seems to move when she walks past. Nobody knows she didn’t come for fame. She came for something far older, and far more dangerous.

Human Compatible: Artificial Intelligence and the Problem of Control by Stuart Russell
What happens when artificial intelligence becomes more powerful than humans, but its goals no longer align with ours?
In Human Compatible, AI researcher and UC Berkeley professor Stuart Russell explores how humanity can develop increasingly intelligent machines while maintaining human control and oversight.
Published in 2019, the book examines AI safety, autonomous systems and the risks of machines pursuing objectives without understanding human intentions.
Russell introduces three principles for beneficial AI, arguing that machines must remain uncertain about human preferences and learn from human behaviour to ensure their decisions serve humanity.
